The bill (Reg. No. 1055) proposes to impose a moratorium on increase of prices and tariffs for housing and communal services, natural gas and electrical power before paying off the arrears to the population.
The bill offers also to fix that the household expenses for housing and communal services can not surpass 10% out of average month income of a family.
Authors explained the need to adopt the bill with the need to increase social protection for the most unprotected sections of the population.
Members of the Committee stated that the provision of the bill contradicts some legislative acts.
Members of the Parliament stressed on the absence of propositions concerning expenditures that are to be reduced, and/or propositions concerning sources of additional income.
Members of the Committee stressed also on the information of State Statistics Service, according to which, for 1/1/2013 the arrears of population for housing and communal services was 11.9 millions (UAH). In view of this, members of the Parliament stressed the need of legislative support to socially unprotected sections of the populations.
